Vale Dr Hugh M. McDonald

The Victoria Law Foundation community is deeply saddened by the passing of Dr Hugh M. McDonald.

Hugh joined the Victoria Law Foundation in September 2019 as Principal Researcher, taking on the Research Director role in August 2024.

Studying legal need and capability from every angle, Hugh brought decades of experience through his work with the Law and Justice Foundation NSW as well as the Victoria Law Foundation. Renowned in Australia and internationally, Hugh was prominent in many landmark access to justice, legal needs and capability projects, including Australia's first quantitative legal needs project, the Legal Australia Wide Survey with the Law and Justice Foundation.

At the Victoria Law Foundation, Hugh was instrumental in the world’s first Public Understanding of Law Survey and led the Data Mapping Project, a deep and impactful examination of the use and utility of Victoria’s civil justice data.

Beyond his considerable professional achievements, Hugh was a kind and generous colleague, mentor and friend. His wisdom, curiosity and generosity touched many people within the Victoria Law Foundation and across the justice community.

Hugh will be deeply missed, and his legacy will continue to inspire those who knew him and worked alongside him.
