This report analyses the data of all 37,405 COVID-19 fines issued in 2020 in Victoria. This quantitative analysis of the impact of racial appearance on police in the issuing of COVID fines is the first of its kind in Australia. This analysis represents an important contribution to understanding how racialised communities are policed.
